That is the whole idea and it is a better one than the fantasy shelf here usually manages. The series opens with the power running entirely one way and spends five episodes letting it drift, so that by the fourth episode the question in the title has become genuinely open.
The court
The best detail is the audience. Veyra’s courtiers are present, unnamed, watching from the edges of the frame, and their presence changes what both characters are doing: everything is a performance for someone.
The series does not follow this through as far as it could. The court stops mattering in the back half, which is a shame, because it is the only formal idea in the fantasy titles here.

The best of the catalogue's small fantasy shelf, because it is the only one that does something with its premise: the power runs one way in episode 1 and is being renegotiated by episode 4. The court watching from the edges of the frame is a good instinct the series does not quite follow through on.
